The Ellen MacArthur Foundation offers a circular economy toolkit for policymakers that provides tools and methods needed to embark on a circular economy transformation. Also checkout their initiative Circular Economies in Cities for case studies and additional resources.
Upstream is also leading the "reusables" movement and helping community leaders pass ordinances. Check them out at upstreamsolutions.org. They also have an awesome podcast called The Indisposable Podcast that I highly recommend.
